Managing California Water in the 21st Century
Ellen Hanak, Jay Lund (University of California, Davis), and additional researchers from the University of California and Stanford University

This research project will assess California’s current and projected water conditions and challenges, options for reforming those conditions, and existing water systems, their costs, and their governance. The state’s current administrative, physical, and legal impediments complicate efforts to efficiently manage water supplies, to address the sustainable water needs of both ecosystems and humans, and to enable the state to deal with the impacts of climate change. Included in the assessment: the water system’s origins, history, and context; projected future use and means of meeting water needs; and options for change, including models from other countries and states and alternative strategies and approaches. The project will result in a report on potential management and reform options.
