Redistricting and Competition

Under current law, an independent citizen commission will develop the legislative redistricting plan for California in 2011. Many observers expect the commission to draw districts closer to those of the 1991 plan than to those of the current plan from 2001. Taking this expectation as a given, this study will explore the likely results of the 2011 redistricting plan, examining such issues as whether the political races will be more competitive, whether one party is likely to win more seats, and how important the districts may be in determining these outcomes, compared to candidate-related factors such as incumbency.
