Marching Toward the Precipice: California Schools and No Child Left Behind

This research examines the effects that the 2001 No Child Left Behind (NCLB) law is likely to have on California schools and school districts in the near future. The law requires that by 2014 every school and district in the state show that their students are proficient in English and math—a goal that only a few are likely to attain. Those that fail to meet the 2014 goal could face sanctions such as restrictions on funds and loss of local control. The researchers project student achievement for each California school and district to 2014, explore how they might cope with meeting the goals, and whether the use of an alternative measure for meeting NCLB goals is likely to expand.
