Shatz and Luis Felipe López-Calva, Public Policy Institute of California, San Francisco, 2004) analyzes the economic integration of California and Mexico. It discusses the reasons for integration, touches upon the many modes of integration, and then focuses in more depth on trade and direct investment, the latter defined as cross-border investment in operating businesses. It then describes issues specific to the border economy of San Diego and Baja California and concludes with policy alternatives. The report draws on a variety of data sources from both the United States and Mexico and uses several analytic methods. This appendix, organized in the same order as the report, describes those data sources and methods.
