ABSTRACT: This paper provides a detailed description of the construction of the New Teacher Administrative Records (NTAR) for the PPIC report Retention of New Teachers in California. The paper is intended for researchers interested in constructing NTAR datasets. The paper includes a brief description of the major strengths and limitations of the NTAR and describes our approach to using administrative records from the Commission on Teacher Credentialing and the Employment Development Department. We also describe supplemental data on school district characteristics, teacher salary, Beginning Teacher Support and Assessment program participation, student academic performance, and regional labor market information.
