ABOUT THE PROGRAM
The country’s eighth-largest school district, San Diego, made a concerted, wide-ranging effort to raise student reading levels. This study was supported with funding from the Donald Bren Foundation.

SPEAKER
Julian Betts is chair of the department of economics at the University of California San Diego, and an expert in student outcomes and measures of school spending.
