ABOUT THE PROGRAM
California’s enterprise zone program is the state’s largest economic development program, offering tax credits and other incentives to help spur business and job creation in distressed areas. Does it work? Co-author David Neumark will discuss the report’s main finding—that enterprise zones have no overall effect on job growth.
