Kim Belshé is executive director of First 5 LA, a public grantmaking and child advocacy organization dedicated to ensuring all children in Los Angeles County enter kindergarten ready to succeed. Before she joined First 5 LA, she served as senior policy advisor of Public Policy Institute of California. From 2003 to 2011, she was Secretary of the California Health and Human Services Agency in the administration of Governor Arnold Schwarzenegger. She has held a number of leadership positions in state government, including director of the Department of Health Services and deputy secretary of the Health and Welfare Agency under Governor Pete Wilson. She has also served in leadership positions in California philanthropy, including the James Irvine Foundation. She is currently a member of the Blue Shield of California Foundation Board, and until 2015 she served on the founding five-member board of Covered California, the state’s health benefit exchange. She holds a master’s degree in public policy from Princeton University and a bachelor’s degree with a major in government from Harvard College.
