Ross Brown

Ross Brown is chief deputy legislative analyst at California’s nonpartisan Legislative Analyst’s Office (LAO). In 15 years at the LAO, he has been an analyst in a variety of policy areas, including an eight-year stint as energy and climate change analyst. He now oversees K–12, higher education, public safety, environment, and transportation issues. He holds a PhD and MS from the University of Minnesota and a BA from the University of California, Santa Barbara.
