Stephen Propheter

Stephen Propheter is director of the Early Education Division (EED) at the California Department of Education (CDE), appointed by State Superintendent of Public Instruction Tony Thurmond in 2019. The EED provides leadership and support to California’s early education community, providers, and contractors. In this role, he oversees investments for universal prekindergarten programs including California State Preschool and Transitional Kindergarten. He is responsible for providing oversight and leadership to approximately 700 early education contractors as well as administration of the Desired Results Developmental Profile, Preschool Learning Foundations, and Preschool Framework. Prior to joining the EED, he served in a variety of capacities in the Child Development and Nutrition Fiscal Services unit in the Fiscal and Administrative Services Division, including budget and fiscal policy. He has also operated a family child care home with his wife.
