Assessing the Impact of COVID-19 on Arrests in California

At the onset of COVID-19, California’s criminal justice system was affected by shelter-in-place orders and other public health measures, along with law enforcement directives intended to minimize exposure to the virus. We found that pandemic arrest trends mirror mobility patterns, particularly early on. But other factors, such as a shift in policing strategies, also played a role.

English as a Second Language at California’s Community Colleges

Colleges began implementing reforms aimed at improving English as a Second Language pathways in fall 2021—during a historic pandemic. We cannot yet disentangle the impact of reforms from the effects of the COVID-19 crisis, but an analysis of early implementation finds that colleges have made significant progress.

Core providers—including county hospitals, health clinics, and emergency departments—treat patients regardless of their ability to pay or their immigration status.

Linking discharge data from ED visits with data from local and state resources may help policymakers understand and respond to the needs of California’s homeless population.
