Dean Logan is the registrar-recorder/county clerk for Los Angeles County–the nation’s largest, most diverse local election jurisdiction, serving more than 5.8 million registered voters. He is a board member and past president of the California Association of Clerks and Election Officials and a member of the board of directors for the National Election Center. He sits on advisory boards for the MIT Election Data and Science Lab; Auburn University’s Graduate Certificate in Election Administration; and the Design Thinking Executive Program at the University of California, Riverside. He teaches organizational leadership, public sector management, strategic management, and intergovernmental relations at the California State University, Northridge Master of Public Administration program, as well as serving on the advisory board. He holds degrees in organizational leadership from Azusa Pacific University and a master’s of public administration from the Evans School of Public Policy and Governance at the University of Washington.

Eric McGhee is a senior fellow at the Public Policy Institute of California, and policy director for the Understanding California’s Future research initiative tasked with exploring key trends and challenges facing the state. He focuses on elections, legislative behavior, political reform, and demography. His research on elections and electoral reform has appeared in numerous academic journals, and his work has been profiled on National Public Radio, the Washington Post, the New York Times, and The Economist. He is the creator of the “efficiency gap”—a widely used measure of gerrymandering—and coauthor of a legal test based on the measure that has been presented before the US Supreme Court in high-profile litigation. Before joining PPIC, he was assistant professor of political science at the University of Oregon and served as a congressional fellow through the American Political Science Association. He holds a PhD in political science from the University of California, Berkeley.

Astrid M. Ochoa is the principal and owner of Ochoa Consulting Partners. As former executive director of Future of California Elections and previous director of the State Election Policy and Redistricting at NALEO Educational Fund, she is an experienced professional in public affairs, democracy work, and network building. She serves on the California Secretary of State’s Voter’s Choice Act Taskforce, the board of directors for the League of Women Voters of California, and the national advisory committee for the Center for Inclusive Democracy at the Sol Price School of Public Policy at the University of Southern California. Previously, she was co-chair of the California Language Accessibility Advisory Committee and a member of the California Secretary of State’s November 2020 Taskforce. She holds a bachelor’s degree in international relations from Pomona College and master’s degrees in public affairs and urban and regional planning from the Princeton School of Public and International Affairs at Princeton University.

Mindy Romero is the founder and director of the Center for Inclusive Democracy (formerly the California Civic Engagement Project) at the University of Southern California’s Sol Price School of Public Policy, in Sacramento. She is also a PPIC adjunct fellow. Her research focuses on political behavior and race/ethnicity, and seeks to explain patterns of voting and political underrepresentation, particularly among youth and communities of color in California and the United States. She holds a PhD in sociology from the University of California, Davis.
