Chelsea Haines

Chelsea Haines is the director of state regulatory relations at the Association of California Water Agencies (ACWA), where she leads engagement with state policymakers and administrative agencies on statewide water policy and regulatory implementation on behalf of ACWA’s 470 public agency members. Prior to joining ACWA in 2017, she served as a legislative analyst at the State Water Resources Control Board. She brings this experience to the PPIC Water Policy Center Advisory Council. Chelsea holds a master’s degree in international environmental policy from the Middlebury Institute of International Studies at Monterey and dual bachelor’s degrees in environmental studies and planning from Sonoma State University.
