Debbie Franco is senior advisor on water and rural affairs in the Governor’s Office of Planning and Research (OPR). She works on a range of issues, including water and expanding wood products markets in California to support sustainable forest management. She serves on the Partner Agency Team implementing the open and transparent water data act and co-leads the Wood Utilization Work Group that is part of the Governor’s Forest Management Task Force. Before joining OPR, she served as the policy director at the Environmental Justice Coalition for Water. She brings this experience and expertise to the PPIC Water Policy Center Advisory Council. She holds a Master’s degree in social ecology from the University of California, Irvine, and a BA from the University of California, Davis.
