School Finance Reform

But the state can significantly improve the way it funds public schools by making small investments over time. This report provides an overview of the system’s current challenges, offers five straightforward principles for reform, and outlines a new direction for the state’s school finance system.

California’s New School Funding Flexibility

To ease the pain of deep budget cuts to K–12 education in 2009, school districts were allowed to use some restricted funds for general education. The new rules, which expire in 2015, helped, but created other problems. This paper offers specific recommendations for an overhaul of the restricted funding system, balancing the needs of certain groups of students against the fiscal flexibility that school districts now enjoy.

College Readiness in California: A Look at Rigorous High School Course-Taking

Recognizing the educational and economic benefits of a college degree, education policymakers at the federal, state, and local levels have made college preparation a priority. There are many ways to measure college readiness, but one key component is rigorous high school coursework. California has not yet adopted a statewide college readiness requirement, but a growing number of school districts—including Los Angeles Unified, San Jose Unified, Oakland Unified, San Diego Unified, and San Francisco Unified—now require students to complete the rigorous coursework, called the "a–g courses,” that are necessary for admission to the University of California (UC) and the California State University (CSU) system.

In this report we look at participation and performance in rigorous high school courses among California high school students, both overall and across demographic and racial/ethnic groups. While enrollment in rigorous courses has been increasing, particularly among students who are traditionally underrepresented in higher education, a large majority of California high school students are not taking the courses that can prepare them for college. Forty-three percent of high school graduates in 2015 completed the a–g requirement, and 27 percent of high school graduates in 2013 passed an advanced placement (AP) exam. Participation in advanced math, biology, chemistry, and physics courses is also low. In particular, only 30 percent of high school juniors and seniors enrolled in Algebra II and smaller shares enrolled in chemistry (28%) and physics (10%).

As they monitor the progress of public high schools in preparing students for college, state policymakers and districts need to focus on indicators such as a–g completion, benchmark course-taking, and end-of-course exam (EOC) results. We also recommend tracking performance across student groups to help schools and districts address gaps in achievement and provide educational resources to students who need them most.

High Expectations, Modest Means: The Challenge Facing California’s Public Schools

This report provides background information on the state's academic standards, resources, and funding mechanisms. Its findings point to relatively low levels of school spending in California, a large gap between academic standards and school resources, a finance system based on previous funding levels rather than actual school resources and their costs, and questions about the most efficient uses of the state’s already modest school funds. In addition, the report provides a clear, authoritative discussion of Proposition 98 and its origins. The report concludes that the upcoming work of the Quality Education Commission, which is charged with developing school prototypes and estimating their costs, may provide a useful bridge between the State Board of Education, which sets academic and content standards, and the legislature, which allocates school funds.

Tracking Progress in Community College Access and Success

In 2019, a landmark reform removed barriers for community college students in accessing transfer-level math and English courses. While more students are now completing these key early milestones for transfer, additional efforts are needed to address persistent racial equity gaps and promote students’ longer-term success.

California School District Revenue and Student Poverty: Moving Toward a Weighted Pupil Funding Formula

Governor Brown has proposed a new funding system—known as a weighted pupil formula—that would direct more revenue to California school districts serving many economically disadvantaged students. This report examines the relationship between funding and student disadvantage and addresses questions about converting the current school finance system to a weighted pupil formula.
