Municipal Elections in California: Turnout, Timing, and Competition

Low voter turnout for municipal elections in California has raised concerns about declining civic participation and its potential consequences.  This study documents voter turnout in California’s municipal elections and investigates the causes of turnout differences.  To assess the political vibrancy of municipal elections, it also examines the degree of competition for and turnover in municipal offices.  Using data from a questionnaire completed by 350 city clerks in California, the authors calculate that less than half of all registered voters living in cities cast ballots in the most recent municipal elections.  However, they also note that overall turnout in city elections could be increased substantially by rescheduling more of them to coincide with state and national contests.

Health Insurance, Health Care Use, and Health Status in Los Angeles County

In this report, Marianne Bitler and Weiyi Shi look at how adults and children in Los Angeles are faring in the health arena, paying attention to differences across racial and ethnic groups. The authors focus particularly on Hispanics, a large and growing part of the state’s population. They also analyze outcomes according to nativity and immigration status. The ability to differentiate between documented and undocumented immigrants is relatively rare, and is possible because of the unique, high-quality, individual-level data included in the Los Angeles Family and Neighborhood Survey (LAFANS), the primary data source for the report.

Educational Progress Across Immigrant Generations in California

The children and grandchildren of California’s substantial and growing immigrant population are consistently attaining higher levels of educational achievement than their parents and grandparents did—good news for them and for the future of California. But levels of educational success vary widely among different groups of immigrants, and some groups, notably those from Mexico, lag well behind others. In this report, the authors explore the disparities in educational attainment among these groups, while also showing that data clearly affirm the overall positive trend. Their research shows that disparities in the education levels of the parents in these groups play a significant role in explaining these gaps in educational attainment. This insight suggests opportunities for policy makers seeking to help all youth to achieve their own educational—and therefore economic—success stories.

Integrated Management of Delta Stressors: Institutional and Legal Options

Despite some recent progress, the current institutional landscape for regulation and management of stressors in the in the Sacramento–San Joaquin Delta is highly fragmented. A modest but powerful set of institutional changes can help produce better environmental outcomes while containing management costs—which are likely to exceed several hundred million dollars annually. This report lays out proposals for institutional reform.

What to Expect from California’s New Motor Voter Law

In 2015, California passed major legislation to increase the state’s voter rolls by simplifying the voter registration process. Under the New Motor Voter Act, the Department of Motor Vehicles (DMV) will electronically transmit information about DMV customers who are eligible to vote to the California Secretary of State, which will add eligible customers to the voter rolls unless they opt out.

We find that this law has the potential to significantly alter the demographic composition of the California electorate, making the population of registered voters more representative of the state as a whole. Our estimates also suggest that the new system may rapidly expand the voter rolls, adding more than 2 million new registrants in the first year.

Key implementation issues will decide the impact of the New Motor Voter Act. To ensure the law’s success, the state should require DMV customers to attest to their eligibility to vote as a precondition for completing their transaction. It will also be necessary to mobilize new registrants aggressively if they are to become new voters.

English as a Second Language at California’s Community Colleges

Colleges began implementing reforms aimed at improving English as a Second Language pathways in fall 2021—during a historic pandemic. We cannot yet disentangle the impact of reforms from the effects of the COVID-19 crisis, but an analysis of early implementation finds that colleges have made significant progress.

A Path Forward for California’s Freshwater Ecosystems

California’s freshwater ecosystems are under pressure and its aquatic biodiversity is in decline. The state needs a new approach to protect the many beneficial uses these ecosystems provide. This report describes a way to manage the state’s freshwater ecosystems—called “ecosystem-based management”—that can improve conditions for native biodiversity and human uses, and increase resilience to climate change.

Implementing Local Accountability in California’s Schools: The First Year of Planning

The passage of the Local Control Funding Formula (LCFF) in 2013 gave California school districts flexibility in allocating resources and significantly boosted state support for the education of disadvantaged students. LCFF also includes a Local Control and Accountability Plan (LCAP), which requires districts to enlist the help of parents and the public in identifying student performance goals and ways to achieve them. Our research in 25 California districts suggests that educators have worked hard to develop the first of these three-year plans, but that knowledge about strategic planning, data-driven decisionmaking, and involving parents and the public in the process varies significantly among districts. As a consequence, the clarity and effectiveness of the initial plans varies widely. The state can help by making technical assistance to districts and county offices of education available and affordable. Our research also indicates that expanding the role of county offices would help them push for improved student performance.
