PPIC Statewide Survey: Californians and Their Government

Key findings from the current survey: Most Californians support Governor Newsom’s first proposed budget, and overwhelming majorities favor his plans to increase funding for preschool and higher education. Californians view immigration as the top issue for state leaders to address in the coming year. A majority of Californians are optimistic about the direction of the state, but less than a third are optimistic about where the nation is headed.

PPIC Statewide Survey: Special Survey on the Environment

Some findings of the current survey

  • Eight in 10 residents believe global warming will be a very (49%) or somewhat serious (30%) threat to California’s future economy and quality of life.
  • Sixty-five percent of all adults and 70 percent of likely voters favor having the state make its own policies on global warming.
  • The proposal to reduce GHG emissions to 1990 levels by 2020 receives majority support from residents across all regions, racial/ethnic, and demographic groups.
  • Seventy percent of all adults say they would seriously consider purchasing or leasing a hybrid vehicle, with 57 percent saying they would even if it were more costly.

This is the 69th PPIC Statewide Survey and the fifth in a three-year series made possible with funding from The William and Flora Hewlett Foundation.

PPIC Statewide Survey: Californians and Their Government

This is the 38th PPIC Statewide Survey and the 14th in a series of large-scale public opinion polls that PPIC is conducting on a periodic basis throughout California's election cycles.  The purpose of this series is to develop an objective, in-depth profile of the social, economic, and political forces affecting public policy preferences and ballot choices in California. 

Some findings of the current survey:

  • 72% of likely voters say they disapprove of the way Governor Gray Davis is handling his job.
  • 58% of likely voters say they would vote to remove Davis as governor in the special recall election on October 7th.
  • 68% of likely voters disapprove of the state legislature's overall performance, and 78% disapprove of the way the lawmakers have handled budget and tax issues.
  • 74% of likely voters say California is headed in the wrong direction.
  • 58% of Californians believe their region of the state is still in an economic recession.

PPIC Statewide Survey: Californians and Their Government

Some findings of the current survey:

  • Hillary Clinton leads Donald Trump by a wide margin in California, and most likely voters are very interested in the upcoming presidential debates.
  • In the US Senate race, Kamala Harris leads Loretta Sanchez by 7 points; many Californians remain undecided or say they will not vote in this race.
  • Just under half of likely voters support the state school bond ballot measure, while majorities favor measures to increase cigarette taxes, extend a tax on high incomes, and legalize marijuana.
  • Most Californians oppose building a wall along the border with Mexico, and most say there should be a way for undocumented immigrants to stay legally. Clinton and Trump supporters are split on these issues.

  • Less than a third of Californians favor building more nuclear plants, a sharp drop from last year.
  • Support has increased for allowing more oil drilling off the California coast.
  • More than half say air pollution has gotten worse or is unchanged in their region.

    PPIC Statewide Survey: Californians and Their Government

    This is the 39th PPIC Statewide Survey and the 15th in a series of large-scale public opinion polls that PPIC is conducting on a periodic basis throughout California's election cycles. The purpose of this series is to develop an objective, in-depth profile of the social, economic, and political forces affecting public policy preferences and ballot choices in California.

    Some findings of the current survey

    • Californian's trust in their state government is at its lowest level since the statewide survey began in 1998. Only 27% of state residents say they trust the government in Sacramento to do what is right just about always or most of the time.
    • Disapproval ratings for Governor Davis remain high (65%), and 53% of likely voters say they would vote to remove him from office.
    • A majority of Californians (58%) say their region remains mired in an economic recession.
    • Two-thirds of Californians (67%) think the state is headed in the wrong direction.
    • If the 2004 presidential election were held today, 45% of the state's likely voters say they would vote for the Democratic nominee, 40% would vote for George W. Bush.

    PPIC Statewide Survey: Special Survey on Californians and the Environment

    This is the 40th PPIC Statewide Survey and the sixth in a series of eight surveys that will focus on population growth, land use, and the environment. This survey focuses in particular on marine and coastal issues.

    Some findings of the current survey

    • The vast majority (88%) of Californians say that the condition of the ocean and beaches is personally important to them, with 60% saying it is very important.
    • Over half (52%) of the state's residents believe that the quality of the ocean along the state's shoreline has deteriorated in the past two decades.
    • Three in four residents (77%) support protecting wetlands and beach/bay habitats even if it means less commercial activity near the coast.
    • Half of all those surveyed (50%) favor prohibiting new off-shore oil drilling along California's coast, even if it means higher gasoline prices.
    • Nearly all Californians agree that environmental protection should be a priority for the Schwarzenegger administration. Almost one-third (32%) think it should be a top priority, while a large majority (57%) say it should be an important priority.

    Some findings of the current survey:

    • While many Californians believe the state will be a better place to live in 2025, most (55%) think that today’s children will be worse off financially than their parents.
    • A solid majority of Californians think that state and local governments are not doing enough to respond to the current drought.
    • Californians are divided along party lines about extending the Proposition 30 tax increases, but there is bipartisan support for raising taxes on cigarettes and alcohol.
    • Most Californians think the state is not adequately funding public colleges and universities—but few favor paying higher taxes or increasing student fees.

    PPIC Statewide Survey: Special Survey on the Environment

    Some findings of the current survey

    • 86% of California adults believe that global warming will affect current or future generations. 57% believe the effects are already being felt.
    • 62% identify human activities as the primary cause of global warning. Only 22% say naturally occurring increases in temperature are responsible.
      • More residents trust the state government (52%) than the federal government (43%) to provide correct information about the condition of the environment.
        • A majority (54%) believe that the state government, apart from the federal government, should address the issues of global warming.
          • 38% of Californians say they approve of President Bush’s performance in office. Fewer approve of his handling of environmental (32%) and energy (29%) issues.
            • A majority of state residents (56%) oppose new oil drilling in federally-protected areas such as the Alaskan wilderness and remain opposed (53%) to allowing more oil drilling off the California coast.

                This is the 57th PPIC Statewide Survey and the second in a special three-year series supported by the William and Flora Hewlett Foundation. The intent of this special series is to raise public awareness, inform decisionmakers, and stimulate public discussion about environment, education, and population issues facing the state. The current survey focuses in particular on public perceptions, policy preferences, and personal choices relating to air quality and energy-related issues.
