Implementing California’s School Funding Formula

About the Program
California is making major changes in the way it funds K‒12 education. Senior fellow Laura Hill will provide an overview of new PPIC research on key issues and elements of the Local Control Funding Formula and Local Control and Accountability Plan. PPIC director of research Patrick Murphy will moderate a panel discussion of the implementation challenges that lie ahead.

Pathways to Fluency

About the Program
About one in four students in California's public schools is an English Learner. As the state overhauls K-12 standards, testing, and funding, questions about how and when English Learner students should be reclassified as fully English proficient take on new urgency. PPIC researchers Laura Hill and Julian Betts will talk about their findings on the relationship between reclassification policies and academic success among students in the two largest school districts in the state.

Statewide Survey: Californians and Education

About the Program
The 10th annual PPIC Statewide Survey on Californians and Education examines views on two major changes to the state's K–12 system: the Common Core State Standards and the Local Control Funding Formula. It also measures support for universal preschool and tracks opinions of educational quality and state and local school funding. PPIC researcher Sonja Petek will discuss these and other important findings.

Implementing Common Core

About the Program
California adopted the Common Core State Standards (CCSS) in 2010, and CCSS–based testing will begin in 2014–15. How are school districts—and the state—adjusting to the new standards and assessments? PPIC researcher Paul Warren will provide an overview of his new report, and a panel of education experts will discuss the challenges and opportunities presented by these new standards.

Parcel Taxes for Education in California

About the Program
The state legislature is considering a lower passage threshold for the parcel tax, which is one of only a few local revenue-raising options for California school districts. A lower threshold would increase the passage rate, but would it encourage a greater number of districts to put parcel taxes on the ballot? PPIC research fellow Margaret Weston examines the context and potential impact of this proposal.
